 Sometimes it’s not easy to create something from zero, you need to have a long time training observation.

The best way to improve this skill is working with reference, you can take a photo from the internet or by yourself and in my opinion do research on techniques, artists and styles that you like (this example is from Japanese tattoo Irezume style).
